Our Association

Not such a long time ago, the 11th of July 1992 exactly, we met for the first time to discuss what we hoped to accomplish through the Association we had decided to create ! Many things have happened since...

The official name of our Association is The "Association for the Protection of the Environment of Lake Latourelle Reg." our the "APELL Reg.". "Reg." because we have been officially registered with the Ministry of Justice of the province of Quebec since September 1, 1992.

On October 8, 1992 we received a letter from "FAPEL" (Federation des associations pour la protection de l'environment des lacs) indicating that their members had accepted unanimously (on the 29th of September 1992) to welcome us in the Federation. Next spring, FAPEL will be publishing a first series of magazines containing information regarding the environment of lakes and will also be inaugurating the first "Salon de la Villegiature" which will be held at Palais des Congres in Montreal from May 6 to May 9, 1993. We will have more details regarding this event at our next meeting.

At our last general meeting, September 5, 1992, the APELL counted 44 members. It's not so bad hein! Since then, Mark steward has joined us for next year, becoming the first member to buy a 1993 membership card. Welcome to the APELL Mr. Steward!

Long Life to the APELL!

No Leeches in our Lake!

It was decided, during our last general meeting, to allocate appropriate funds to buy six signs forbidding fishermen to use leeches as bait. Vince Baressi, member of the APELL asked a friend who is in the business of making signs to make the signs for us. Due to the nature of our Association, Dino Palombo prepared 6 beautiful bilingual signs for a low price. Those have been placed around the lake. A big thank you to these gentlemen.

If you are an "honest fisherman", you already know that you are allowed five rods (a bascule), when fishing on the ice...And that it is illegal to make a fire on the ice....Tell your friends!!

Change made to the Statutes and By-Laws

Please note the fifth paragraph of the first page of the Statutes and By-Laws titled: "SIGNATURE" has been modified to read as follows: "Cheques and other commercial documents may be cashed, accepted, endorsed and signed by the Secretary/Treasurer and elected Director". For the remaining of the year and 1993, Francine Charbonneau will be the Director responsible for such activity. This change became necessary due to the mileage between the house of the Vice-President and the Secretary-Treasurer.

Municipal Regulations

Here is the information many of you have asked for:

Principal Cottage: 72' minimum from the water

Guest house: 10' from the lines of the property

Clearing water line: Complete respect of 30' from the water line unless special authorization

Path to water: 15' wide

Septic tank: minimum 7' from cottage and minimum 50' from well

Refinement well: Minimum 50' from water, 100' from a well, 20' from a house/cottage, 10' from limit of property

Outside toilet: 100' from lake and 100' from well

Welcome to the people from Lake Morissette

Did you know that your Executive Committee, along with members present at the last general meeting, voted in favor to accept the owners from Lake Morissette to join the APELL in the new year! These people will be able to join us as "non-voting members" as of January 1st, 1993 and will be welcome to participate at the meetings and activities put forth by the APELL. However, they will not be eligible to vote. We will be voting again on the "voting members" and "non-voting members" issue next September. In the meantime, a warm welcome to our neighbors from Lake Morrissette!

Paving Lac Long's Road

The Mayor indicated that the pavement work on Lac Long's road will be completed next spring, the contract in effect until August 1993. As you know, the municipality paid for some of the pavement work, which was done at the end of the summer. The remaining portion (from Blue Sea to Lake Denomme) will be paved by Transport Quebec next spring.

The Mayor also mentioned to our President that he has received a letter from Mr. Lafreniere, our Deputy, indicating that they are seriously considering paving the remaining portion of our road from Lake Long to Lake des Iles. Who knows !! We might be lucky!!

Mr. Jean Charron recently bought a lot on the north side of the lake and would like to rent a cottage for the Christmas holidays. If you are interested in renting your cottage, please contact Mr. Charron at 904 Ch Laliberte S., Saint-Elie-D'Orford, PQ, JOB 2S0.

Study of the lake...maybe!

Our President received a phone call from Mr./ D'Aoust, General Director, Programs of Lake, Ministry of Environment of Quebec on September 23, 1992. We seem to have a good chance to obtain a study done of our lake during the summer of 1993. Mr. D'Aoust indicated that such a study is based on three important points; water, shoreline and education of the owners. The APELL will have to sign a document committing to adhere to the recommendations set forth once the study is completed. Mrs. Tessier was also copied on a letter sent from Mr. Pierre Paradis (Minister of the Environment) to Mr. Rejean Lafreniere, our Deputy insuring that our request would receive "the attention it deserved". We'll have more information by the end of may 1993.

In the meantime, your executive committee would like o take this opportunity to wish you a "Merry Christmas" and a "Happy New Year".
